Cheboygan is a single ZIP town, 49721, sitting at the mouth of the Cheboygan River where Michigan's Inland Waterway empties into Lake Huron. The city is small, about seven square miles and under five thousand residents, but the 49721 mailing area reaches into Benton, Inverness and Beaugrand townships, and that boundary matters: an address here can fall under the City Street Department, the Cheboygan County Road Commission or MDOT depending on whose road it fronts.

The housing stock shows its age. Outside the city, in Benton, Inverness, Beaugrand, Mullett, Grant, Aloha and the rest, the road authority is the Cheboygan County Road Commission, which publishes no container-specific permit category, so contact that office directly before planning a shoulder placement. Streets, driveways, and HOAs

The city publishes the list of streets where property owners are required to keep sidewalks clear of snow and ice, and it reads like a map of the densest frontage in town: Huron, Main, Water, Mackinaw, State, Backus, Division, Elm, Pine, Locust and South F Street, several of them only for specific segments, such as Huron from Mackinaw Avenue to Locust Street and Main from First Street to the south city limits. Those are the blocks where a curbside box is hardest to justify. A driveway or another private-property spot is the better answer wherever one exists, though inside the city limits that still calls for the temporary permit from the City Manager described above. An alley is worth asking about here in a way it is not in newer markets, since the Street Department maintains the city's alleys along with its streets, but an alley is public right-of-way, so a container there falls under the right-of-way rule rather than the private-property one. DPW also instructs property owners not to pile snow in the right-of-way, on sidewalks or in the berm between curb and sidewalk, which matters when you are clearing a winter drop spot, and if an association covers your property its rules sit on top of the city's.

Where the debris goes

Which site a load goes to is the hauler's call, but the options here are limited. There is no landfill anywhere in Cheboygan County, so a loaded roll-off is tipped at a transfer station and the material leaves the county from there. The GFL Cheboygan Transfer Facility on Higgins Drive is the county's only Type A transfer station on the state's facility inventory, which makes it the realistic outlet for construction and demolition debris out of Cheboygan.
