Renting a dumpster in Chesapeake

Chesapeake is an independent city, not part of any county, so the city itself is the only local government in the picture. It publishes a container rule that names roll-off dumpsters directly, and that rule is mostly about where the box sits and how long it stays.

The job changes by planning area. South Norfolk is the oldest urban part of the city, with some of the oldest housing stock in Chesapeake, and its historic district was laid out as closely spaced houses on a grid of streets, so there is less room to work with. Greenbrier is the main commercial hub and the fastest growing planning area, with housing that ranges from single-family to townhomes and apartments, and townhome or apartment addresses often have no private spot for a container. Great Bridge runs to suburban single-family subdivisions popular with families and higher-income households, which is where remodel work tends to come from. Grassfield is the newest planning area and the second-fastest growing, still mixing open space with new low-density subdivisions.

Street placement is a harder question. Chesapeake publishes no dumpster-specific right of way rule, so a container in the public street or right of way falls to the Civil Permits Section of the Department of Development and Permits, which issues right of way and miscellaneous right of way permits through the city's eBUILD system. Those permits go to landowners or licensed Virginia contractors only, and work in traveled areas carries a liability insurance requirement. It does not; that division handles residential refuse collection and publishes nothing about container permits.
