Renting a dumpster in Horicon

Horicon sits at the southern tip of the Horicon Marsh, on ground the Green Bay lobe shaped into drumlins during the last glaciation. The Wisconsin DNR puts the world's highest concentration of drumlins in Dodge County and the surrounding area, and that geology turns up in ordinary driveways here as sloping approaches on the drumlin flanks and soft peat and silt soils on the marsh side of town. Horicon publishes no dumpster-specific ordinance. The rules that do exist are written about the public right-of-way, meaning streets, alleys, sidewalks and public ground, rather than private property, so a container on your own driveway or lot sits outside what they cover. That is the usual placement here and the simplest one, in town and out in the rural parts of the ZIP. On a sloped drumlin driveway or soft ground near the marsh, plan on plywood under the rails and a reasonably level spot so the box does not shift as it loads.

The street is where the rule kicks in. City Code section 481-8 prohibits encumbering any street, alley, sidewalk or public ground and requires that a five-foot unobstructed walkway be maintained. The exception that reaches construction and demolition debris is a street privilege permit under section 481-9, issued by the Building Inspector after advisory recommendations from the Chief of Police and the Director of Public Works-Utilities, and it carries bond, insurance, night lighting and footprint conditions, including a cap of one third of any street or alley. Streets, driveways, and HOAs

A spot on your own driveway or lot is the placement to aim for, since the city's obstruction rules are written about the street and other public ways, and street or alley placement runs through section 481-8 and a street privilege permit from the Building Inspector. Winter is the hard case. From December 1 through March 31 Horicon prohibits overnight parking on any public street or alley, and during a declared snow emergency nothing stays on a public street or alley until snow removal is finished. That rule is written for motor vehicles rather than containers, so it does not literally reach a roll-off, but it tells you the city is clearing those streets and alleys overnight all winter, which is why a curbside box is impractical in those months. Placement in the right-of-way is still governed by sections 481-8 and 481-9 either way. If your property is in a homeowners association, check its rules before you book.

Where the debris goes

Horicon has no municipal garbage service. The city code puts residential, multifamily and commercial collection on private licensed contractors, and it requires disposal and collection services operating in the city to hold a license from the Clerk-Treasurer's office. The primary destination for debris out of this ZIP is the Glacier Ridge Landfill, a GFL Environmental site carrying a Horicon address, and GFL also runs a transfer station here. Where a given load actually goes is the hauler's call, and that run happens after pickup, so there is nothing for you to arrange. What is worth planning for is the age of the housing stock. In a pre-1980 house, anything suspected of containing asbestos has to be identified and handled on its own path rather than tossed into a mixed load, so raise it early if a gut job might turn some up.
