Renting a dumpster in New London

New London sits at the confluence of the Wolf and Embarrass Rivers, and April 2026 showed what that means. The Wolf hit 11.93 feet on the 17th, past the 1979 record, Pearl Street flooded, Shawano Street traffic was rerouted, and Hatten Park on the west edge served as the sandbagging staging ground. A month later cleanup was still running, with FEMA assessments underway and businesses facing months of restoration.

Older housing sits under all of that. Close to 20 percent of the city's 3,473 housing units went up before 1940 and roughly 40 percent before 1960, and the city has been rebuilding that core street by street: Avon, Lyons and Lima, then Wolf River Avenue, then Oshkosh Street in 2025. Most addresses have the room for it, since 54 percent of city housing units are single-family detached and across the wider 54961 ZIP it is closer to 69 percent. What matters more than paperwork on private ground is the surface underneath, especially on a low-lying lot that took water in April or a gravel approach still soft in early spring.

The street is the part to settle before a truck is scheduled. Sec. 8.04 of the municipal code prohibits any person from encroaching upon, obstructing or encumbering a street, alley, sidewalk, public grounds or land dedicated to public use, and its short list of exceptions covers projecting signs and clocks, awnings, authorized utility encroachments, goods being loaded or unloaded, and building materials placed on conditions the city prescribes and protected by barricades or lights. There is no named dumpster or street occupancy permit to apply for, and the city's Right of Way Permit is not a substitute: its fee lines are excavation, boring, driveway approach, curb opening and culvert, with no container item anywhere on the form. The separate Street Excavation Permit under Sec. 8.03 covers opening or excavating a public way, not setting a box on the pavement. That leaves the City of New London Department of Public Works, at 215 N. Shawano Street, as the office to clear a curb placement with before booking, so tell us if the street is your only workable spot. If the address is outside the city, in Royalton or the surrounding towns, and the container would sit in a county highway right of way, the county highway department is the authority to ask instead, which on the Waupaca County side means the Waupaca County Highway Department.

Streets, driveways, and HOAs

A driveway or private pad settles the question outright, and it is the placement to aim for. Downtown is the squeeze. The 2024 rebuild narrowed North Water, Pearl and Shawano, and the stalls that remain fall under a downtown restriction that clears the street from 3 a.m. to 6 a.m. and can be called for snow removal on a day's notice. That policy is written for vehicles rather than equipment, so a curb spot there means a conversation with Public Works first. Nothing published says one way or the other about association covenants here, so if your plat has them, read them before you commit to a spot, particularly on the newer plats going in on the north and east sides. In winter, keep Sec. 8.06(3) in mind: it bars depositing snow or ice from your premises on any sidewalk, alley, parkway, public place or street, and a box parked on the drive changes where the shoveled pile has to go.

Where the debris goes

The city states plainly that all garbage collected within New London is disposed of at the Outagamie County Solid Waste Landfill, and that same county operation on Holland Road in Appleton runs a transfer station built for 600 to 700 tons a day of residential, commercial, industrial and construction waste, plus a Resource Recovery Park that takes clean wood, construction and demolition material, metal, rigid plastics, furniture and mattresses. On the Waupaca County side there is the county Processing and Transfer Facility on Swan Road in Manawa, which accepts construction debris, shingles, appliances and furniture but is self-haul only, with no pickup service. Which of those a given load lands at is settled on the hauler's side after the box is gone, so it never becomes your errand.
